I have read several guides, but they all seem to differ slightly, and some aren't very clear. To be able to talk with Roche, you must get failed this quest or didn't take the quest at all I completed that quest. It's like the game totally hates that quest, and does everything in it's power to make sure you do things that cause it to fail. I tried this and it didn't work. Apparently I didn’t wait for Cleaver’s men outside the arena, which it didn’t say I needed to, so I cleaned house on my own - job done 😡.
